Yes, this is by design.
The Rhein and Maastricht sectors were removed from the VATSpy data project because no map tool was able to depict them correctly, misleading pilots on actual coverage and resulting in half the calls a controller would make being “not in my airspace, switch back to unicom” during some sessions.
Those positions are not staffed without the FIRs below staffed anyway, so it’s essentially irrelevant for pilots whether maps display those.
If you want to see them anyway, you can take a look at the only option that accurately displays sector splits and coverage: https://vatglasses.uk/ (alternatively, the data is also available on SimAware through the glasses icon in the control bar at the bottom).
