How could it be possible to record a frequency and store for later reference? For example, say there is a runway incursion because an aircraft crossed an active runway without permission. The archived audio could be reviewed to see if the pilot was indeed given clearance, or if the pilot made a deviation. Could it possible to record multiple frequencies at the same time?

Review of communications during an incident to find out what happened. It could also be used to ‘study’ one’s phraseology.
We neither have blame nor a just culture systems in place, so reviewing incidents is absolutely not needed.
