Plugin Environment Euroscope v3.2+

Since EuroScope v3.2 and up, the Plugin Environment is no longer installed alongside.
Thus, there is no good way to access the header or lib file.

For now, I can pull an old copy from the archives, but it would probably be best to restore this, or update the documentation with where to find it now that there is no officially available installer with the plugin environment.

The latest installer contains the LIB and teh H file for plug-in development. But we are still debugging it. Meantime download them from https://euroscope.hu/install/EuroScopePlugIn.zip
