Cross instruction

Maybe a real life controller can answer this:
Can you give CROSS BPK at flight level 110 without giving a descend instruction first?

I mean is the CROSS instruction also a descend clearance? I have a discussion about that with someone….

Like do you need to give descend FL070 first before giving the CROSS instruction?

It depends on the country you are flying in. In the USA an instruction saying “cross ABCDE at xxxxxx ft” means that you are authorized to descend on pilot’s discretion to cross that point at the given level or altitude.

In Europe we do not have this. In Europe you need an unambiguous instruction to change level. Period.
“When ready descend FLxxx to cross ABCDE at level”.

If in doubt: ask!
