How unfortunate I can already imagine who Chile is in any case, it is part of Vatsur, it would be good if they sent an email to vatsur1@vatsur.org CC: vatsur2@vatsur.org with all the credentials of the aforementioned controller. He is violating the CoC , no person is denied Control.

If you have more details (preferably with evidence, being text or voice recordings of him doing this) the supervisor department absolutely also would like to know. 
Either use the .wallop function to raise the awareness of an online supervisor at the time, or open an incident ticket at https://support.vatsim.net.
