Calling with ATIS for IFR Clearance

Hello,
Do I need to give what current ATIS I have if im obtaining my IFR clearance for example:

Delivery, N123AB request clearance to KBOS with information C

Do I have to add in “with information ___”

I was told by an ATCO in USA this week, that the runway, winds and Baro are provided by the Ground or Tower operator. IF they are correct I cannot see the need to read the ATIS, or say you have it, as it means next to nothing until Tower gives it to you.

To the best of my knowledge, well, it depends. In the real world, commercial airline pilots do not give ATIS when requesting Clearance. Rather, they give the ATIS code when calling ground for pushback or, if you’re not parked at a gate (because you’re a charter jet), for taxi. I was advised by a VATSIM controller, though, that the earlier ATIS is given, the sooner it can be passed along to the next controller (so that particul delivery controller said he would rather have the ATIS code than not).

On a related note regarding Arrivals, I listened IRL(with a handheld radio in my home) to a pilot checkig in at KTUS Approach “with the weather”. They (correctly) told him to call back when he had the current ATIS code! That pilot tried to put up a fight about it, as if he didn’t know any better. Tucson Approach did bot budge. Quite commical, actually.

See the pattern here? On initial contact with Clearance Delivery, or which position is handling clearances, you are to advise them that you have the current ATIS. It isn’t just the weather, as it handles runways in use, runway and taxiway closures, and any other NOTAMs not already published for the field. This ensures ATC that if you check in with the current ATIS that you know which runways are in use, and acknowledge that you are aware of which closures and NOTAMs are in effect. Just saying “have the weather” does not guarantee that you have all of the information needed, whcih may cause ATC to have to repeat that information (causing congestion on frequency) or ask again if you have the current ATIS.

I do think ATC does prefer for us to have the ATIS because as Brad Littlejohn says it includes other info too. I do prefer to do what real world pilots are doing when it comes to this topic.

Depends what country and airspace type.

Not all of them have advise on initial contact.

In Australia the ATIS states on first contact with Ground or Approach Notify Receipt of (ATIS CODE).

Our AIP states that when requesting taxi, your phraseology should be.

Ground, Qantas 1 with Charlie request Taxi.

This is not the same for when requesting airways clearance which is simply.
Delivery, Qantas 1 for Melbourne Request Clearance.

Moral of th story, its location dependant.

In general best practice is to report the ATIS letter to the first “TMA station” when departing and when arriving. By “TMA station” I define that as first station you’d call for your IFR clearance, that would be either DEL, GND or TWR, depending on the ATC setup at your departure airport.
During arrival/approach, your first “TMA station” would be “APP” (approach control), the guy who will provide you with an approach clearance.

These stations need to know whether you have received the ATIS, or not. It is needed on first contact with the first station only.

I do it like this worldwide, be it here on VATSIM, or at my job.

Yes, ATIS tells you to advise you have it. Sometimes something changes before they can update the ATIS so If you’ve received Charlie but they are just about to update to Delta they can advise you. Standard real world practice.
