Yes, correct. TAs can be as low as 2500 feet! Hence the rule “below FL100/10,000 feet or below transition altitude/level”. This caters for countries with TAs/TRLs below 10,000 feet and also for TAs/TRLs above 10,000 feet.

Some operators and aircraft may mandate subtle variances but in general for the 738:

Nav Lights - On when aircraft is in an operational state
Beacon - On only when ground and ATC clear you for push and/or engine start. Off after engine shutdown when N2 is below 20%. Never use the beacon light outside those conditions for safety reasons. (very important)
Strobes - On when entering any runway (active or not) including crossing. Off when exiting.
Taxi - On when taxi clearance has been received. Switch off at RWY holding point until you have been given takeoff clearance. On when landing clearance has been given. Off before you turn onto stand, especially if the marshallers are there. They won’t thank you for it if left on!
Landing - On when entering any runway (active or not) including crossing. Off after climbing through FL100. On at FL100 when decending. Off after you have exited the runway.
